Job Description

Our Client:

Our client is one of the top leading Japanese Construction and Engineer companies in Japan. They are actively looking for a HR Manager to join their team in Singapore.

About the Role:

The HR Manager will have the responsibility of overseeing the full spectrum of HR to ensure smooth running of day-to-day functions within the department and manage HR transformation projects.

The Responsibilities:

HR Operations

* Lead the HR and Admin department in daily operations including recruitment, new hire onboarding, staff engagement

Manpower Planning

* Manage overall organisation manpower planning and budgeting, staff transfers and assess staffing across projects
* Perform project level manpower budgeting, cost allocation, and perform monthly reconciliation
* Facilitate monthly manpower planning committee meeting with senior management
* Performance Management
* Conduct annual performance management exercise and review processes to engage and motivate staff, and enhance productivity

Compensation and Benefits

* Review compensation and benefits and develop strategy according to business needs

HR Policies

* Ensure compliance of all HR policies and procedures within the local statutory requirements and provide advice to line managers to ensure conformity
* Perform periodic review and update of HR Policies/Handbook

Staff Engagement

* Employee relations matters such as providing advice and assistance to employees in HR related matters, employee counselling, grievances handling and disciplinary actions
* Conduct exit interviews and analyse attrition statistics

Payroll

* Check and approve monthly main cycle and off-cycle payroll and ensure data accuracy
* Oversee annual income tax submission including Japanese expat taxes

Annual Audit

* Prepare annual HR Quality, Environmental, Health and Safety Policy (QEHS) Audit
* Prepare reports for annual HR Audit

Surveys

* Oversee mandatory government surveys including quarterly MOM Labour Market Survey

HR Projects

* Perform HR process review
* Evaluate Human Resources Information System
* Manage HR transformation projects including data analytics, digitalization, etc.

The Requirements:

* Degree in Human Resources Management/Human Capital/Business Management or equivalent
* Minimum 10 years of experience in Human Resources Management
* Minimum 3 years in supervisory role
* Assertive with business acumen, process-oriented, goal-oriented, drive for excellence and able to resolve moderately complex problems
* Effective communicator, someone who can liaise with stakeholders across all job levels
* Proficient in Microsoft Excel, HR Systems and Payroll Software
* Well-versed with all legislations and practices governing labour/ employee relations
