Job Description

Our Client :

Our client is one of the top leading Japanese MNCs. They are looking for an energetic individual to join their team as a HR Assistant Manager/Manager to manage overall Singapore office.

The Responsibilities:

Support their current & future business needs by assisting Division Head to manage & administer HR activities for the attraction, retention, and development of human resources viz. recruitment & staffing, compensation & benefits administration, performance management system, employee & labour relations, training & development, and employee communications.

Provide HR Support & consultancy, including payroll outsource services to subsidiaries in Singapore in accordance with service agreement between them & their in-house HR servicing company.

Accountabilities:

* Recruitment and Selection process

* Screen candidates, schedule interviews for candidates shortlisted by hiring department, sit-in for first round of interviews and provide feedback / recommendations
* Arrange psychometric tests to assess if candidate has the right skills & cognitive abilities to perform duties of the job
* Conduct reference checks & background screening on candidate, where necessary
* Make offer of employment to selected candidate and conduct on-boarding & orientation of new employee to foster positive attitude towards company goals

* Payroll and Compensation

* Supervise & check monthly payroll reports prepared by HR Executive to ensure timely and accurate processing of payroll transactions, including deductions for Singapore office and a few subsidiaries
* Check data entered correctly for new employees' records
* Review & check payroll system is updated and in compliance with government regulations.
* Complete yearly compensation & benefits survey
* Review, analyse reports and update salary bands annually in accordance with company's pay policy
* Compute and check annual increment for staff is calculated correctly in accordance with Annual Increment Matrix

* Work Passes and Relocation of foreigners

* Monitor and keep track of requirements for application of work passes (EP, S Pass, Work Permit) including requirements for dependant's pass (DP)
* Maintain the ratio of one-third foreign employees to local employees in Singapore office to comply with the Tripartite Guidelines on Fair Employment Practices
* Liaise with Tokyo HQ to submit documents needed and to submit application of EP/SP/DP
* For dependants 12 years & below, to submit application to Health Promotion Board to obtain Verification of Vaccination certificate before DP application
* Monitor & report on progress of application outcome to HLC
* Advertise position in 'My Careers Future' portal. To keep track and check on candidates' resumes submitted in the portal
* Apply for LTVP for parents who accompany the expatriate staff here; apply and obtain DP for newborn babies within 42 days after birth in Singapore or extend Special Pass for baby in the interim

* Performance Management and Performance Bonus (Incentive Pay)

* Effectively manage & administer the e-Appraisal System in UNIT4 - Goals setting; Mid-Year Review; Final Appraisal and Feedback (on performance rating & incentive pay amount allocated)
* Reply to queries and troubleshoot issues encountered by end-users (appraiser & appraise) in e-Appraisal system
* Compute & check Incentive Pay Awards, which is linked with performance rating obtained in e-Appraisal, are calculated correctly and in accordance with Incentive Pay Scheme
* Assist DH to review the Incentive Pay Scheme to drive employees' performance towards meeting & achieving Singapore Branch's mission and business goals

* Labour/Industrial Relations

* Together with DH, represent management in negotiating yearly Annual Wage Increment (using AI Matrix) and aligned with Company's budget and the NWC guidelines
* Every 3 years negotiate for new collective agreement and upon conclusion of the new CA to arrange for certification of the CA by the Industrial Arbitration Court
* To attend and mediate on grievances/ issues brought up by Union members through the IRO, and to come to amicable settlement the soonest possible

* Training and Development

* With assistance from in-house HR servicing company, plan & implement in-house training & development programmes to hone & upgrade the skills, knowledge & capabilities of employees to increase their effectiveness & for career growth
* Keep DHs informed of regular programmes organized by in-house HR servicing staff orientation (Gateway Programme, e-Learning Onboarding Programmes) and development of management candidates through the grade-by-grade approach (Management Seminar, Leadership Seminar, etc.)

* HR Policies and Procedures

* Keep breast with changing labour laws and other government legislation
* Develop, recommend & implement HR policies & procedures
* Prepare and maintain employee handbook and ensure policies comply with employment laws, workplace safety regulations and other statutory requirements

The Requirements:

* Bachelor's degree and postgraduate diploma
* 5-8 years of relevant experience with great communication skill
