Job Description

Our Client:

Our client is a market leader REIT firm looking to recruit a Centre Manager . This will be a cluster portfolio management role to manage properties based on the east of Singapore. Due to expansion of portfolio in Singapore, our client is looking to hire a competent property executive to join its firm. Upon confirmation of probation, you will be tasked to perform fire safety duties for one of the assigned sites.

The Responsibilities:

Must undertake he role as Centre Manager and take on dual role responsibilities and other management assigned projects as required.

Control of Resources

* Know the contractual obligations of term contractors well like their scope of works, schedule of works to be done, number of workers to be deployed to get the job done, KPI and performance standards, safety procedures and punitive measures for non-compliance for performance and standards
* Feedback to contract & procurement division (C&P) on areas of improvement to the contracts specifications
* Track contractors' performance and feedback to C&P to take necessary action under the prevailing conditions of contract
* Know the inspection routine of staff e.g. spot check done on contractors on preventive maintenance, projects handled by staff.
* Maintain a year plan to monitor key staff's movement e.g. annual leave, reservist training etc. so that the delivery of services is not affected in staff's absence
* Monitor the stock inventory level of spare parts for your portfolio of properties

Monitoring

* Maintain a system to manage and control all feedbacks / complaints received, attended and not closed; investigate recurring faults
* Maintain a system to manage and control the preventative maintenance schedules of essential services (monthly, quarterly, half-yearly and yearly)
* Record all expenditure incurred for each building and major components of building (roof, chiller plant etc) and check against budget
* Maintain proper records of all the compulsory legislated works to be carried out e.g. lift load testing, sterilization of water tank, structural inspection test, LEW inspection etc
* Maintain records of essential contact numbers and be aware of all resources available to deal with emergencies like water pipe burst, electricity outage, air-con failure
* Maintain daily, weekly and monthly records of maintenance complaints by various categories, showing down time, response time and investigate lapses

Management

* Maintain a system of ensuring high standards of safety and maintenance
* Convey clearly to your team, contractors, security guards etc. your expectations in terms of service delivery
* Conduct regular inspections of all properties with OIC of the building so that discrepancies are detected by our team and not by our clients or tenants
* Take preventive actions by conducting regular briefings (at least once a week) to site staff, contractors etc. on safety requirements, emergency procedures and lessons learnt from mistakes made on your assigned sites or other sites which are not under your care
* Ensure that all contractors and site staff are properly attired and equipped with the right tools for the job to prevent accidents
* Raise maintenance issues to Asset managers with recommended solutions (at least two)
* Be well prepared for meetings
* Update progress of CAPEX works. Escalate to management if schedule falls behind
* Perform check to ensure that the purchase order claims by Term Contractors are correct
* Take action and recover over-claim if detected
* Be responsible for the competency of your team. Ensure continuous learning and development e.g. on the job training and schedule them for external training
* Perform human resource management e.g. performance appraisal, coaching etc
* Be very familiar with ISO and WSHA standards of the company and ready to be audited when called upon
* Be responsible for the closure of work orders accounts at FY end
* Encourage a 2-way feedback & communication channels between OIC, cluster managers & management

As a Centre Manager you are expected to perform additional responsibilities that will be assigned from time to time as your role matures and progresses over time
