Deputy General Manager , Building Management Services

Job Description

Our Client:

Our client is a real estate developer. They are actively looking to hire a Deputy General Manager of their Building Management Services.

The Responsibilities:

* Set strategic direction and provide leadership to functional teams within the Department including building services, facilities management, engineering services, fire and safety, security services
* Lead and manage Building Management Services Department comprising of experienced managers, executives, and technicians
* Strategic planning and building management operations of commercial and retail buildings
* Develop annual work plans and department KPIs
* Prepare and manage the finance and budget of the buildings which includes operating and capex budgets and expenditures
* Ensure smooth operation's flow and service satisfaction in relation to tenants' matters
* Controls tendering, purchasing, sourcing and awards
* Responsible for safety, environmental health, legislative compliance, security, and governance
* Responsible for purchasing governance and act as the signoff person for purchasing manual
* Responsible for safety governance and act as the signoff person for safety management manual
* Responsible for risk assessment and management
* Set up and control Business Continuity Plan
* Oversee people matters relating to headcount budget, resource planning, employment contracts, re-employment, objective setting, performance management, conduct and discipline
* Lead and provide guidance to teams to work with cross functional work groups and project teams on execution of building's related matters
* Act as the key M&E resource person and provide oversight for teams in planning and implementing the building's M&E maintenance and upgrading programs
* De Facto Council Chairman of all newly formed MCST
* Responsible for implementation and coordination of sustainability and green initiatives to new built and brown buildings

The Requirements:

* Minimum Bachelor's Degree in Electrical, Mechanical or Civil Engineering, Building Management Services or equivalent
* At least 15 years of Building/Facilities Management experience with minimum 10 years' experience in management or supervisory position, preferably in heading a department
* Competent in strategic planning and prioritization to achieve operational excellence
* Knowledgeable on M&E related works
* Familiar with sustainability reporting and de-carbonization roadmap
* Knowledge in WSH ISO45K Certification, BCA Green Mark Certification, FM Global
