Our Client:

We are exclusively selected to work with a highly distinguished engineering services company in Singapore. In lieu of recent business strategy in place, we are looking for a Head of Procurement and contracts to lead both the procurement and contracts management division. The incumbent should displayed characteristics of being an avid collaborator who thrives in providing win-win solutions to both internal and external stakeholders and experienced in developing a set of best practice framework for the company.

The Responsibilities:

As a Head of Procurement and Contracts, your responsibilities includes:

* Vendor specification and management of contracts
* Management of overall procurement operations (Eg: PR / PO issuance)
* Streamline and consolidate the procurement and contracts policies and framework
* Perform market updates and tabulation of Cost Data
* Prepare cost analysis report to analyse spend data and savings
* Provide recommendation of vendors to work with on projects
* Manage contractual dispute matter amicably with the relevant internal and external stakeholders.
* Manage and prepare all contract documentation and agreement, as well as provide support in the drafting of contractual/dispute letter
* Manage cost estimation for projects and relevant tender documents
* Provide strategic leadership and guidance to a team of contracts and procurement staff
* Review and prepare construction contracts and negotiate revisions, change and additions to contractual agreements with architects, consultants, suppliers and subcontractors
* Preparation of final closing accounts
* Monitors the cost on all phases of planning and construction with the parties concerned
* Work closely with PM in preparing monthly updated project progress and costing

The Requirements:

To qualify for the role of Head of Procurement and Contracts, you are required to:

* Graduate with Min. a Bachelor's Degree in Quantity Surveying, Mechanical or Electrical Engineering.
* Possesses at least 12 years' worth of experience on contracts management for engineering services projects
* Demonstrates strong technical pre and post contracts management skillset
* Demonstrate past track record on being able to devise a contracts management handbook with best practices in mind
* Effective multi-tasker with organized time management skill
* A middle management professional with excellent persuasion skills and collaboration with other divisional heads will be preferred
* Must be well versed in PSSCOC, REDAS, SIA contractual legislations, and SOP Act
