Job Description

Our Client:

Our client provides solutions for some of the world's most pressing challenges through its power & renewables, environment, and new energy businesses by leveraging its proprietary technology, strong technical expertise, and proven operating capabilities. They are actively looking to hire a Deputy Procurement Manager to join their team in Singapore.

The Responsibilities:

* Strategize, coordinate, and oversee the procurement process for designated plants within the Power & Renewables Line of Business
* Collaborate with key internal stakeholders such as Plant Managers, Section Manager/Head, and Engineers to understand their current and future requirements for goods, services, and works. Develop feasible, cost-effective, and strategic sourcing objectives and incorporate them into the O&M Procurement Plan
* Implement procurement strategies to ensure a reliable supply and optimal value for money
* Achieve competitive operational costs based on the Total Cost of Ownership (TCO) model
* Execute all procurement and contracting activities, including pre-qualification, tender management, negotiation, and contract preparation, while consistently safeguarding the Company's best interests
* Ensure compliance with the Company's and Clients' requirements, policies, and procedures throughout the procurement process
* Analyze market and delivery trends to identify opportunities for change and develop procurement technologies and processes that align with these trends
* Conduct business review meetings with key stakeholders to assess risks, review future strategies, and identify potential cost reduction and improvement opportunities
* Establish and maintain a commercially viable Supplier List, explore the market for alternative or new sources of supply (including non-traditional ones), and maintain the O&M "Approved Supplier List"
* Foster and cultivate relationships with key suppliers and contractors, effectively manage these relationships, and contribute to the establishment of strong partnerships
* Supervise a team of O&M Procurement Engineers/Executives responsible for designated plants
* Plan resource utilization to ensure optimal allocation, balanced work distribution, and achievement of delivery schedules and targets
* Provide guidance and support to staff in procurement matters by implementing business plans aligned with the Company's objectives and priorities
* Ensure timely reporting of monthly procurement reports, cost savings, and cost avoidance statistics to Management
* Provide sourcing support for tendering new projects and, when necessary, participate in tender reviews and evaluations
* Identify training and development needs for the Procurement team members and conduct performance evaluations
* Fulfil any other reasonable duties and responsibilities as requested by your immediate supervisor or the head of the department

The Requirements:

* Degree in Engineering or business studies with substantial procurement experience of at least 5 years
* Experience in successfully leading, managing, and motivating a team
* Good financial acumen with track record in delivering procurement benefits including finance savings
* Working knowledge in plant Operation & Maintenance environment, tenders, and sub-contracting
* Strong verbal and written communication skills
* Knowledge of financial, legal, contract law ("PSSCOC, FIDIC Conditions of Contract, etc.") and corporate social responsibility issues
* A good team player who is able to build rapport with a diverse workforce in multi-cultural setting and work well with other departments and internal stakeholders
* Proven ability to negotiate, is resourceful, decisive and possess excellent analytical skills
* High integrity, maturity, and self-motivated
* Proficiency in SAP S/4 HANA ERP, SAP Ariba System, and IBM Maximo application is a strong plus
* Preferably from Oil/Gas background or Power plants
